CEBRI participates in a Public Hearing to discuss PEC 34/2021

Invited by the Constitution, Justice and Citizenship Commission (CCJ) of the Federal Senate, the Brazilian Center for International Relations (CEBRI) participated, on Tuesday, the 5th, in a Public Hearing to discuss PEC 34/2021. The proposal, authored by Senator Davi Alcolumbre, "amends item I of Article 56 of the Federal Constitution to provide that the investiture of parliamentarians in the post of head of a permanent diplomatic mission does not give rise to the loss of their mandate".

CEBRI was represented by Ambassador José Alfredo Graça Lima, Vice-Chairman of the Board of Trustees, who emphasized the importance of the separation between the Executive and Legislative branches, which characterizes the presidential government system. He also emphasized that it is not a matter of denying prominent public figures the leadership of diplomatic representations on a permanent basis, but rather on an exceptional basis, given the internal and external circumstances of the country's international insertion.
