EU-Brazil Digital and Technological Cooperation: The Road Forward in a Middle Powers World

This session offered a space for in-depth exchange on key areas of cooperation between the EU and Brazil in today’s evolving geopolitical landscape. The discussion will address a range of interconnected topics—including the FIMI agenda, regional security, connectivity, digital infrastructure, and cybersecurity—while also exploring ways to advance digital dialogues, data governance agreements, and regulatory complementarities.

Participants assessed opportunities for joint investment in emerging technologies, such as the deployment of 5G and 6G networks, and broader collaboration on digital innovation and artificial intelligence to foster a more resilient, secure, and competitive digital ecosystem.

The session also takes place in the context of the recent publication of a joint report by ECFR and the Fundación Carolina, titled “Connecting Regions, Closing Gaps, Building Sovereignty: The EU–LAC Digital Alliance. Recommendations Ahead of the EU–CELAC Summit”.
